Considerable gains have been achieved over the years, particularly in the integration and development of e-Gov solutions, resulting in a positive impact on the quality and speed of the provision of public services to citizens and companies.
Now, it is challenging to accelerate the redesign of processes, products, and services in this new Era of Industry 4.0, so the country can become a truly digital and competitive nation on a global scale, as desired by all its citizens.
For this purpose, the Digital Agenda and the Digital Governance Action Plan are being implemented ambitiously, focusing primarily on improving digital government services and the related digital marketplace.

Aiming to promote and develop the Digital Economy (ED), Information and Communication Technologies (ICTs) in Cabo Verde, five focus areas are identified in order for the country to have a diversified economy, focused on ICTs and in conformity to those of reference countries in the sector.
These areas (or hotspots), in order of priority, are:
Enterprise Promotion and Business Environment at the ICT level
Infrastructure of the country at the ICT level
Technical Capacity Building of Human Resources for Innovation and the Digital Economy
