One of the great challenges of XXI century is to know how to compete in global economics. The information and knowledge access and all this associated to development of new competences have definitely played an increasing role in the development of countries by allowing them to enlarge competitive advantages.
The introduction and the strong influence of ICT’s use in education systems will progressively play a more important position in defining the potential development of countries.
The emphasis on education has always been one of the main priorities of Cape Verde State. With the ”Mundu Novu” programme implementation, Cape Verde intends to modernize the education process through the use of Information Communication Technology, by creating a new concept of interactive education. The main goals are: to improve the quality of education and learning; to strongly increase Cape Verdean knowledge level; to transform Cape Verde into a more competitive country concerning global economics and to promote social equity in the Society for Information, through reduction of social asymmetries and also info exclusion.
Within this context, the Information System for Education – SIE – will make available the establishment of a unique school management system, at 3rd cycle level in all national territory, and the network connexion of educational unit and a common system, by both maximising the communication and management and reducing the cost. Also, it will promote the creation of an Integrated System of Students Management and Monitoring, which will allow monitoring the students at Universities, benefiting or not of a scholarship, both at national level and abroad.
