NOSi: New Era, noble challenges
The integrated e-governance in Cape Verde is increasingly the pillar that supports the society for information in Cape Verde.
As a matter of fact, it was established as the main tool of administrative modernization and governance, and it has contributed to the emerging of a new concept of public rendering and new public services generation, by enhancing the promotion of entrepreneurs and citizenship, by focusing public services in the interest of citizens.
Until now, the balance concerning NOSI’s work clearly demonstrates its contribution in modernizing the State’s equipment and in giving dynamics to civil society regarding society for information domain and knowledge, by playing a very active rule as the direct driver of a group of essential projects. In this domain, various actions can be highlighted, mainly The Cape Verde Portal - Porton de Nos ilha, the "Casa do cidadão" (Citizen’s House), the online certificates, the enterprise in a single day, the implementation of SIGOF, the Municipal Information System, the Social Welfare System, the diverse initiatives around the goals of internet access and use of broadband Interne influence - the Konekta project, the SNIAC project (National System of Civil Authentication and Identification), etc. Six years later, NOSI has solid outcomes from its activities, with exclusive competences, and also effects on a strong market expectation.
In order that the public management and civil society continue to rely on the implementation of the Action Plan for e-Governance, towards the goals of society for information and knowledge, it is crucial that NOSI has the minimum facilities to correspond to that expectation in a scenario which demands increasingly higher and the time available is shorter and shorter. Indeed, with regards to its precarious nature - a simple mission structure, essentially transitory, without autonomy, staff and corporate entity -, NOSI needs the basic technical facilities to better correspond to current and future operational challenges. In this context, there is the intention to transform NOSI into a public institutional structure, as the Agency for e-Governance and promotion of society for information, with administrative and financial autonomy, endowed with corporate entity, with a general management field, specialized support fields, and operational acting fields – being these fields structured in operational units, depending directly on Council management, and not functioning anymore as a project structure.
The gains of e-governance are definitely clear and have prestige at national and international levels. The ICT were accepted as a good governance crucial tool. Now, it is important that they have a strong and inductive effect on entrepreneurship and on business development, in terms of their internationalization, by paying attention to others markets, in order to profit from confident capital produced by Cape Verde e-governance, already considered as an international reference. It is intended to stimulate the potential of facilities we already have in order to drive other pillars of the strategy defined, such as the new economic opportunities.
In fact, the current challenges recommend adjustment to NOSI structure model in order to respond with more efficiency and competency, by demanding its organic change as coordinating structure of politics for the society for information advocated by the government, mobilizing the society for information through the promotion of marketing, qualification and research activities.
